Fretting

I'm currently refretting a nylon string guitar to 19-tet,and while i have no trouble cutting slots(using a fret saw blade only),some of the frets just won't stay in! And some of those that do are either wavy or buzz againt the strings (they are too high) even if it looks like they are hammered way down. Is there any tricks that i have been missing? /�
