'Powell was unequivocal about Jewish settlements in the territories,
arguing that these settlements "preempt," "pre-judge" and "cripple"
peacemaking efforts, and he declared that "settlement activity must
stop." He also made a clear call for Israel to lift the closures it
has imposed on Palestinian towns and villages.'
