Sometimes in popular music we have the music and
lyrics going simultaneously in a given song. Then the music
almost stops and someone begins talking, then the music and
lyrics start again. What is the talking called? It can't
really be lyrics, or is it?

Lyrics to rock song below. Near bottom of the song
Self-Medicated you will see some "lyrics" (ie. the talking)
in italics. There is some minimal amount of music in the
backround at that point.

MP3 file contains a extensive clip of song. There is no
need to listen unless you want to hear some Foghat or I
didn't explain myself well. Thanks.

Maybe "RECITATIVE"?
From wikipedia:
"Recitative, a form of composition often used in operas, oratorios,
and cantatas (and occasionally in operettas and even musicals), is
melodic speech set to music, or a descriptive narrative song in
which the music follows the words"

Thanks. It could just be.

Recitative can be conversational and improvisational, giving a
naturalness somewhere between speech and song.
