Such things have been tried in the US too, but too often competition with
low-payed workers in other countries kills what would have been
successful. (There was a story about this on Lehrer NewsHour a week ago
or so.)

That's what happens when no fair labor laws go into NAFTA and its ilk.

What I read about South Bend it was not foreign competition that did
it in.
