Drug abuse by Texas politicians of both parties is part of the job
description-- Ann Richards, for example, also evaded the question on
drug use.

Evading the question is a clear sign that the answer would not put the
candidate in a good light. It really is that simple. If GWB had
nothing to hide, he would have answered straightforwardly. That is the
nature of political campaigns, and even though there is no video of
GWB snorting coke, his answers were clear to me.
