Generally not, I think. But if the row is used for different parameter than
a pitch, especially in time domain, the "precise accounting" may be
desirable.
I personally prefer if the piece has some internal structure even if it is
not recognisible by the majority. Maybe somebody can percieve things that
many others can not.
The program gives you the opportunity to generate the rows with some
properties. It is up to you, as a composer, if you use them or not.

can you determine these properties just by listening to the music?
does the music have a different quality when the precise "accounting"
is followed as opposed to when some of the intervals of the et are
absent, or when some are duplicated more?
