I got a letter from Brad Smith who has a piece in 5 tet here:

He also has written a piece of midi retuning software that I have not
yet tried, but it is small so I am putting the zip file in my folder
if you want to try it.

I also got an e-mail from him, and also haven't tried the software. But
he didn't mention the music. That's pretty good.

Update!

I've got the program running and, sure enough, it's similar to MIDI Relay.
The startup screen's simpler, but there are all the same options if you
poke around plus a few more. The advantage is that it uses a better
channel allocation algorithm to avoid the retuning of held notes. So, we
now have an alternative for those who want a simpler alternative to
Fractal Tune Smithy for the basic retuning stuff.
