Microtonal Composing inside CuBase

I want to start experimenting with Microtoal composition, but am having a difficult time figuring a good tool to set up say a 15-tone scale and compose directly using midi and one of my VSTs.

Or, do I have to get special VSTs since what I have are probably all 12-tone sampled synths?

Garritan personal orchestra Aria version $150 is a great deal

so is Garritan Jazz and Big Band Aria version

Kontakt allows x division of the octaves right out of the box

modartt pianoteq is excellent and expensive

There are a few free VSTi out there and a few microtonal systems (i.e. non
cubase) as well.
