Two basic harmonic structures of Western pop music are:

I-IV-V progression for classical/pop

I-IIm-V progression for country and western/pop.

Both of these progressions can be utilized by microtonalists to make their music more easily understood by unsuspecting listeners.

For example(for explanatory purposes only):
In 31tet
Map this theoretical chord 0-387-658 onto the I-IV-V progression:
Thus
I=0-387-658
IV=542-929-1200
V=658-1045-116
Which produces this scale
0-116-387-542-658-929-1045-1200.
Clever manipulation of the data can expand this scale to include more notes/passing notes/auxiliary notes etc.

This method can be used for ANY equal temperament; and their are probably more basic musical structures which can also be employed.
