Sorry to butt in, but what it says there is not actually wrong.
Although there's no consensus reached regarding these issues,
most of the books I've been through counts the harmonics similarly.

For example, say we're investigating C1's overtone series, then G2:

-is the 3rd partial,
-has 3:1 ratio
-yet it's the 2nd overtone and 2nd harmonic.

So, I think we should distinguish the difference between "overtones
and harmonics" and "partials".

Overtones you are correct in that some use it this way, but not with harmonics.
Look at the term limit for instance no one has ever suggested that the 11 limit would be anything other than cutting off at the 11th harmonic which everyone refers to as 11/1. look at charts in books and this is what you will see.
I would also like one to find in the archive here of harmonic being used that way.

I told you that there's no consensus regarding this issue.
Although it possibly makes no sense, if W.A.Mathieu (in his Harmonic
Experience) names harmonics that way,
I reckon it's worth keeping in mind. Don't you think?

I would say since at least Helmholtz it is the common practice this way. If i had a single book in collection that was like Mathieu i might agree, but i think that might be an exception. I ran into a similar problem on the gamelan list where i was corrected in my use of the word overtone, which i was corrected as to how Doctor Oakroot just posted it. I had tended to use the terms interchangably.
