Triple harmonic scale

The augmented second interval is characteristic of much European folk
music. There are various single harmonic scales. Hungary uses two double
harmonic scales.

A triple harmonic scale might include the following conventional notes:

P8 2/1 1200c
M7 15/8 1088c
m6 8/5 814c
P5 3/2 702c
M3 5/4 386c
m2 16/15 112c
P1 1/1 0c

To fill it out, a diminished fourth is needed. Which of these sounds better?

32/25 427c
9/7 435.08c

What instrument can I obtain that will allow me to measure all these notes
precisely, hear them clearly, and use them in chords?

What can I buy that will allow me to play a triple harmonic tune with
theremin timbre into a computer file that people can listen to?

Not necessarily the same tool will do all three of those, depending on
what you mean by "measure". Try the free "wavanal" if you need frequency
analysis and comparison.

You might try Big Tick's "Rhino"... Works as VST or standalone, and the
standalone version can save to file, and it works with ".tun" files that
Scala can save for you. And it's easy enough to make a Theremin-like patch
for Rhino if it doesn't already come with something suitable.

Above was the major scale. The minor seems to provide provide better
proportions:

P8 2/1 1200c
M7 15/8 1088c
m6 8/5 814c
P5 3/2 702c
A4 7/5 583c
m3 6/5 316c
A2 7/6 267c
P1 1/1 0c

Does anyone have experience with either of these scales?
