Sounds pretty close to 12 to me. Especially the guitar.
There are of course the portamenti of the pipes (or whatever
that wind instrument is, that sounds like Uilleann pipes),
and the chorusing of them playing in unison with strings.
The fife seems pretty close to 12 too, but may be out a
little bit.

It's subtle, but it seems that the fifth degree is slightly sharp in
an ethnic way I can't put my finger on, except to say it sound
'eastern european' or 'near-eastern'

It sounds eastern-european to me but not due to tuning. Intonation seems to me to be "standard" - nothing special.
