If that's the midi standard proposed by Robert Rich, very few synths support it (I think FM7 does). I believe the VST plugin api also has a +/- 50 cent tuning feature, but again very few synths support it (z3ta+ being one).

I don't think any synth supports all the MIDI tuning stuff
