Not that I know of, unless you want to try midi relaying with scala and midi yoke (I don't think ableton live works with it, the root note gets stray pitch bends). Eve One is a free microtuner:

Also zynaddsubfx is great, even though is was made for linux originally. I often play with the standalone windows version 2.2.0:

And don't forget Fractal Tune Smithy! It has really good support for
microtuning by pitch-bend. :-)
