In my experience, it only partially -- not totally -- tied to timbre.
A rough major triad will lead to a greater sense of stability than a
rough augmented or diminished triad in *practically any timbre*.
There may be a lot of beating and roughness in the major triad, but
as long as the tones used each have a _clearly identifiable pitch_,
the rough major triad as a whole will have a stronger sense of
_virtual pitch_ (i.e., _root_), than the rough augmented or
diminished triad. The reasons for this are the same reasons we can
hear a complex set of frequencies as a _single pitch_ in the first
place. If the constituent tones _don't_ each have a clearly
identifiable pitch, then the major triad will still lead, in most
cases, to a more integrated sound than the augmented or diminished
triad.
